DSM 6.02 SCP登陆问题

ESXI装了黑群晖6.02。用WINSCP登陆的SCP协议不能登陆。关键日志如下：

请问大神如何解决。
系统做过以下修改：
使用synouser --setpw root 命令把ROOT密码和ADMIN密码修改成一样。
chmod 660 /etc/sudoers
修改过sudoers文件

%administrators ALL=NOPASSWD:ALL
