速度基本不超过25M，遇到都是RED的偶尔可以30-40M

I can see that the bandwidth package you have on your server is;

Unlimited 1Gbps Port / 200Mbps Guaranteed

Please see the below explanation as to what200Mbps Guaranteed means.

All dedicated servers benefit from unlimited bandwidth there is no fair usage policy or maximum transfer allowance applied to Dedicated servers. There are no over usage charges or special limitation for high bandwidth users.

All dedicated servers include a guaranteed speed, for destinations outside the Redstation network your upload speed may be throttled to your guaranteed speed burst may burst at full speed for short periods. Connections inside the Redstation network are not throttled in any way.

For example if you have a 200Mbps guaranteed speed then the following speed restrictions may apply.

Redstation -> Internet = 200Mbps with Burst to 1Gbps
Redstation -> Redstation = Unrestricted
Internet -> Redstation = Unrestricted

In the unlikely event a higher guarantee is required additional guaranteed bandwidth can be purchased at £99 per 100Mbps.

一般下载都没什么限制的，你下载再牛逼，硬盘摆在那里了，而上传不限制，整个带宽都被占满了
