【opencd】关于H&R提醒的通知

前期为避免皇友无意中获得H&R，因此增加了撤种时的H&R提醒。具体规则为：如果撤种时种子的做种时间不满7小时，就会发送H&R提醒的PM。

   但实施期间，却因为被误认为是获得H&R的警告或者是由于网络原因持续不断的收到H&R提醒的问题，给皇友造成了不少的困扰。

   因此，管理组决定取消撤种时的H&R提醒功能，同时在种子下载完成4天后进行检测，如果未达到H&R的要求，会向帐户发送PM通知，如果一直未改善，将持续发送PM直到满足H&R要求或者是获得H&R后停止，请周知！

      In the early days, we added a reminder for H&R: you will constantly receive the PM from system if the seed time of the torrent you downloaded less than 7 hours in a week.
     
      However, due to the network interruption, users continually received PMs. And now, it has become a trouble to our users.
     
      Consequently, we replace the old H&R reminder with a new one : you will constantly receive the PM from system 4 days after your download is complete and the torrent doesn't meet the shortest seed time (7 hours) in a week.
